The third step in the Data to Action learning journey involves having knowledge of the structures, systems, and actors that can support communication and community engagement efforts during and after an emergency, organises responders to deliver operations efficiently and minimize duplication of effort, and prioritises capacity-building for community actors and support for local resilience mechanisms. As such, the tools in this section support RCCE responders to survey the landscape of partners engaged in community engagement activities in a particular context, understand the knowledge, attitudes, and practices of personnel working on RCCE, and work with them to develop and monitor joint action plans.

This guide was developed to support staff and responders working with national health authorities and other partners to develop, implement and monitor an effective action plan for communicating effectively with communities on COVID-19 risks. The process guide includes dedicated sections on each stage of the RCCE program cycle including: 'Monitor, track changes and adapt'; and 'Evaluation and learning'. As a whole, the guidance can be used to develop an RCCE plan that, once completed, will constitute a basic evidence-based source for engaging and communicating effectively with identified audiences.
