Evaluation is the systematic collection, analysis, and interpretation of data for the purpose of determining the value of, and decision-making about, a program or policy. These tools support the collection of key insights about what the intervention/ program initially set out to do, what has been accomplished, and how. Learning is the use of data and insights from a variety of information-gathering approaches (e.g. from steps 1-4 of the learning journey) to inform strategy and decision-making for the future. This is the final step in the Data to Action learning journey.

CHAT is a compendium of practical tools to support community engagement and accountability efforts in humanitarian programming, including guidance tailored specifically to epidemics. It also includes an action framework that links community engagement actions for all elements of the program cycle including needs assessment and analysis, strategic response planning, resource mobilization, implementation and monitoring, operational review and evaluation.

This data collection template can be used to collect communtiy feedback to evaluate programming. It is intended for application to any type of intervention involving communities and includes sections on project purpose. target groups, activities, outputs and outcomes.
CDAC Network
This guide suggests practices to support an active role for communities in humanitarian services and decision-making, improve access to information and keep people connected to support their own ways of coping. The guide is intended primarily for practitioners and leaders involved in preparedness, response and recovery. Pages 32 to 36 focus on communtiy feedback mechanisms. Pages 53 to 57 focus on monitoring and evaluating communication and community engagement, referencing a number of example evaluation reports.
